In 2008/09, DEL and PROTEUS submitted an application to the European Commission, proposing the creation of a European Learning Network on Empowerment and Inclusion. The final bid was accepted by the Commission in July 2009.

In short, the Learning Network will have a sustainable effect by providing tools which will be of use across the Member States. This requires a multifaceted approach, focusing on the development of tools and indicators to:

• Empower individual participants;
• Assist intermediary agencies to create an empowering environment; and
• Help employers to establish an inclusive workplace.

By working together to develop and test these tools, the partnership will create a sustainable bank of materials which will help validate the contribution of the European Social Fund in ways which are presently lacking.
